Kelsey Shelton smith Briggs was born on December 28th, 2002 in Oklahoma.her parents Lance and Raye Dawn Smith divorced before she was born. Kelsey was a happy energetic child. Kelsey\'s mom Raye dawn began dating a man named Michael lee porter. Kelsey\'s dad was fighting in the army. The first reported incident of suspected child abuse regarding Kelsey was made on Jan.17, 2005.Raye Dawn Smith married Michael Lee Porter on April 18,2005. That same month Kelsey saw her dad for the last time.On May 3,2005 Kelsey was taken out of her home by OKDHS.May 4,2005 Kelsey was moved to her maternal Grandmother Gayla Smith.Whitney mike porter\'s daughter watched as her father hit Kelsey\'s head against a brick wall. One of Kelsey\'s young cousins once witnessed him take Kelsey into a room and close the door and when they came out Kelsey was crying. The abuse caused her to lose weight, her hair fell out,and she had countless bruises from head to toe, a clavicle fracture and two broken Legs.Her broken legs doctors agreed the fractures came from abuse. \"Usually, these are twisting injuries, he said. \"Someone grabs a child\'s arm or leg and then yanks on it or gives them a twist or slings them or some way. Kathie Briggs, Ashley Briggs\' parents Jay and Teri Sigman, and other relatives began sending letters and e-mails to politicians, the Department of Human Services and the media.The hearing on Kelsey lasted two days in June. Judge Key heard from a dozen witnesses and reviewed doctors\' statements.August 27th 2005 Kathie saw her granddaughter Kelsey one last time.\" the last time I saw her just the way she looked the way she acted, she looked like she was dying, she was not the same child,\"(Kathie).\"The last time we saw her she wasn\'t a normal little girl anymore. She had lost a lot of weight, her eyes looked glazed, she didn\'t have the light in her eyes she had,\" says her grandfather, Royce Briggs. She was sad. She was a sad little girl and before that, she never had any reason to be sad. It was like she wasn\'t even in there.\" We were expecting to walk in there and see this happy, healthy little child, and, my gosh, that\'s not what we saw, she said. She said she complained to the Department of Human Services. A supervisor blamed Kelsey\'s appearance on a recent car accident, records show. After nine months of documented abuse that included bruises, a broken clavicle, two broken legs and numerous court hearings Kelsey was sent back to her mother\'s house by Judge Craig Key after stating Kelsey\'s abuser was unknown.On October 11, 2005 her Stepfather Micheal Lee Porter murdered her apparently but this is unknown. She was either hit or kicked so hard in the stomach it killed her. Micheal and Raye were the last one\'s to see Kelsey . Raye left to pick up her step-daughter.Her death was ruled a homicide.A social worker visited Kelsey for the last time at 1:30pm and stated everything was fine. A few hours later Kelsey died. Within those months of abuse Kelsey\'s health deteriorated. Her Bio father came back from Iraq expecting a great welcoming instead he came back to bury his little girl. He was in the process of checking out in Fort Benning, Georgia.Autopsy later revealed Kelsey had blunt force trauma to her private parts. Her upper lip was torn; she had bruises from the top of her head to the bottom of her little feet. Her baby toenail had been ripped off.The stepfather pleaded guilty to a reduced charge of Enabling Child Abuse and received 30 years in prison.He has no possibility of parole for 25.5 years.Kelsey\'s mother Raye Dawn Smith went on trial July 9, 2007.She has since been found guilty of enabling child abuse, and she will serve 27 years in prison. Without the possibility of parole for 23 years.The court says she knew or should have known about Kelsey\'s abuse.Raye to this date has said she is innocent. Months after Kelsey\'s death Raye gave birth to Kelsey\'s little brother Blaine.Since then a new law has been made called Kelsey\'s law known as the Kelsey Smith-Briggs Child Protection Reform Act. April 28th is known as Kelsey Briggs day. A lot of people failed Kelsey. Through her story many more can be saved. Kelsey is my hero.
